in the Central circle there is a simplified depiction of the coat of Arms of the Russian Empire
double - headed eagle with scepter and Orb. There are four large cartouche with images: the crown (left), the Moscow coat of arms (top), coat of arms of the Kingdom of the Siberian (bottom), coat of arms of the Kingdom of Kazan (right).
